宋桂兰，女，山东招远人，北京师范大学刑事法律科学研究院博士，副教授。1995年考入中国政法大学法律系，1999年本科毕业，获得法学学士学位。同年考入中国政法大学研究生院，攻读诉讼法学专业（刑事诉讼法学方向）研究生，2002年7月研究生毕业，获得法学硕士学位。2010-2013年在北京师范大学攻读刑事诉讼法学方向博士学位，2013年获博士学位。
2002年7月到北京农学院任教，主讲刑事诉讼法学、证据法学等法学专业课程，并指导学生模拟法庭实践。
在《学术论坛》、《甘肃政法学院学报》等期刊发表学术论文10余篇，独著、合著、主编法学书籍4部，参编法学书籍、教材7部。
主持国家自然科学基金课题1项、北京市优秀人才资助项目一项、北京市教委课题一项、北京农学院校级课题两项，参加北京市哲学社会科学重点项目等省部级课题多项。
